Why does snow only fall in winter?

In Japan, snow only falls in winter. In Japan, snow falls only in winter, but in the sky, snow is made all year round.
The temperature is much cooler in the sky than near the ground, and snowflakes are formed in the sky even in summer. However, the snowflakes usually melt as they fall to the ground and turn to rain.
In Japan, it gets cold in winter, and the air temperature near the ground often drops below 0°C (32°F). When this happens, the snow does not melt in the middle of the day, but falls as snow. It is said that snowflakes can fall as snow if the temperature on the ground is below 4 degrees Celsius.
