To become a weather forecaster, one must pass the national "Certified Weather Forecaster Examination" (twice a year) and register with the Japan Meteorological Agency. The exam consists of a written exam and a practical exam, and tests not only meteorological knowledge, but also the ability to accurately read actual weather maps in a short period of time. Although no age or educational background is required to take the exam, the exam is known for its difficulty, and the pass rate is about 5-10% each year.

Since the Meteorological College was originally created to train candidates for senior positions in the Japan Meteorological Agency, students are given the status of employees (students) of the Japan Meteorological Agency upon entering the college and are paid a salary as public servants even while in school.
